A waiver no longer signs itself
Waivers were showing as signed when nobody had accepted them. The cause is fixed, and orphan signatures have been cleaned up.
A waiver the admin had never had accepted could end up marked as signed. A liability document that is wrong about its own state is worth nothing.
Auto-signing was removed, orphan signatures were cleaned up, and it is now possible to re-request a waiver even when it appears signed.
